Approval is scoped and visible. “Not reviewed” cannot quietly become a trusted answer.
Effective dates and review status sit with the route, so stale guidance is withheld rather than guessed.
If a required fact is absent or evidence conflicts, Spur stops and asks. It does not fill the gap.
